Trust Wallet asks for 28 TRX to send USDT
The 28 TRX in Trust Wallet isn't a network fee. It's a reserve the app wants to see in your balance before a USDT transfer. The network charges much less: about 6.85 TRX without energy and almost nothing with energy.
The cheapest route: get energy for 2.5 TRX and keep the reserve the wallet asks for. The reserve stays yours. It isn't burned.

Where the 28 TRX comes from
Trust Wallet assumes the worst case: a transfer to a new address at the old burn price. Before the network parameters were lowered, such a transfer cost 14–28 TRX. The app plays it safe and blocks the button while you have less TRX than that.
